2019年《政府工作报告》指出，要以改革推动降低涉企收费，深化电力市场化改革，清理电价附加收费，降低制造业用电成本，一般工商业平均电价再降低10%。这是继2018年《政府工作报告》中提出降低一般工商业电价10%之后的进一步降价举措。
电价关乎企业生产运营成本，我国的销售电价按用电的性质，分为四大类：居民、农业、大工业、一般工商业。一般工商业电价主要涉及中小企业，范围非常广，社会关注度高。降低一般工商业电价是深化电力体制改革，降低实体经济成本的重要措施，有利于优化企业营商环境，增强企业活力，促进经济平稳发展。
降低一般工商业电价是是国务院交给各级价格主管部门的重要任务，是一项必须完成的硬任务。根据已公布的2018年政府工作报告量化指标任务落实情况，当年一般工商业电价降低10%任务目标超额完成，全国平均降低8分钱以上，降幅超过10%。这项硬任务的完成，有效释放了改革红利，切切实实增强了中小企业的获得感。
作为关系国民经济命脉和国家能源安全的特大型国有重点骨干企业，近年来国家电网有限公司严格按照党中央、国务院决策部署，扎实推进减轻用户电费负担工作，超额完成降价目标，促进优化国内营商环境。华北电力大学张粒子教授表示，2016年以来，国家持续出台降价清费措施，各项措施累计每年可降低用户用能成本超过2000亿元。2018年我国政府多措并举，超额完成一般工商业电价降低10%的目标，电网企业在其中发挥了重要作用。今年一般工商业电价平均再降低10%，大部分地区将实现工商业全面同价，工商业电价降低给企业带来了实实在在的好处，对于扩大内需、拉动消费、促进产业升级都将发挥重要作用。
从2018年的统计数据可以看出，国家电网经营区域内有12个省(直辖市)一年中电价降幅超过10%，其余14个省(直辖市)则为10%。这其中降价幅度最大的是内蒙古东部地区。2017年7月降价前，内蒙古东部地区一般工商业电价0.8360元/千瓦时，经过四轮降价，到2018年9月，该区域一般工商业电价已降至0.7761元/千瓦时，降幅达13%。
全国人大代表、国网湖南省电力有限公司董事长、党委书记孟庆强表示，国网湖南省电力有限公司积极配合省政府拓展降价空间，坚决落实一般工商业降电价政策，一般工商业目录电价降低8.6分/千瓦时，降幅达到10.5%，释放改革红利减少用户电费超过25亿元;同时，通过减免自备电厂系统备用费等收费，减少用户电费近10亿元。2018年湖南共降低用户用能成本近36亿元。另一方面，执行降价减费措施以后，公司每年减少收入16.9亿元，公司由2017年盈利6.6亿元转为2018年亏损4.9亿元。
通过系列降价降费举措，电力用户享受到了改革红利。全国人大代表、步步高集团董事长王填表示，2018年，受益于国家降低一般工商业电价的政策，位于湖南的步步高商业连锁股份有限公司的电价从0.835元/千瓦时调降至0.749元/千瓦时，降幅达10.5%，全年减少电费支出1823.6万元。
在黑龙江，2018年，中国移动通信集团黑龙江有限公司年用电量3243.49万千瓦时，受益于一般工商业降价等因素，电价从0.8474元/千瓦时下降到0.7622元/千瓦时，降幅达10.05%，全年减少电费支出276.35万元。
国家电网有限公司表示，2016年以来，国家电网有限公司积极参与和推动出台降价清费措施，各项降价措施累计每年降低用户电费负担约2217亿元。2018年，该公司超额完成国务院降低一般工商业电价10%任务，经营区域内一般工商业电价从降价前的0.8060元/千瓦时降至0.7210元/千瓦时，降幅10.6%，为一般工商业用户年减负792亿元。加上大工业用户，2018年国家电网有限公司经营区域内新降低各类客户用电成本总计915亿元。
记者了解到，虽然该公司经营面临一定挑战，但国家电网将坚决落实《政府工作报告》要求，2019年确保完成一般工商业电价平均再降低10%的任务。今年，国家电网将以更加开放的思维、更加有效的举措、更加迅速的行动，更加优质的服务，更好地发挥在高质量发展中的产业带动作用，加快建设“三型两网”世界一流能源互联网企业，为经济社会发展作出新的贡献。(中国电力新闻网记者 朱怡)
