国家能源局数据显示，2018年1月份至11月份全国全社会用电量6.22万亿千瓦时，同比增长8.47%，增速较2017年同期提高2个百分点。据《经济参考报》了解，12月东北、西北及山西、湖南、吉林、黑龙江、甘肃、宁夏、西藏电网负荷创新高。2018年，除上海外，6个区域电网、26个省级电网负荷全部创新高。华北、西南及西藏、四川、山东、蒙东、河南最高负荷增幅超过10%。
有分析人士指出，12月份，经济运行总体平稳，中下旬全国大部平均气温较常年偏低，采暖用电充分释放;预计当月全国全社会用电量同比增长8%左右，2018年全国全社会用电量同比增长8.4%。
发电量也有着相同的走势。2012年，全国全口径发电量49774亿千瓦时，比上年增长5.22%。之后虽有回暖，但2015年全国发电量出现负增长，累计同比下降0.2%。到2017年，增速再度回升到5.9%。
数据显示，2018年1-11月全国发电量同比增长6.9%。12月，全国日均发电量198.76亿千瓦时，同比增长7.07%，增幅环比提高1.69个百分点。
上述分析人士认为，主要是产业结构转型升级的驱动、终端用能结构优化的驱动、装备制造业和新经济发展的驱动以及电网的有力支撑。其中，值得注意的是，“煤改电”取暖用电对电网负荷拉动作用日益突出，2018年12月多地电力负荷连创新高。
2019年一季度，国内外环境依然错综复杂，经济下行压力较大，加之“暖冬”影响，预计全国全社会用电量同比增长5%左右。2019年，预计全社会用电量同比增长5%-8%，增长7%的概率较大。
