1月10日，河南省政府新闻办召开新闻发布会，向社会各界发布2018年河南省“加快贫困地区农村电网改造”民生实事落实情况。
自河南省委、省政府确定2018年十二件重点民生实事以来，国网河南省电力公司坚持把加快贫困地区农村电网改造作为一项重大政治任务，在安排年度电网建设改造资金和项目时，国网河南电力特意向重点贫困地区倾斜，加大扶持力度;在推进项目实施中，强化管理，严格督查，确保进度和质量可控在控;推广工厂化预制、机械化作业等施工新模式，提升施工效率和工艺质量;积极应对山区材料运输难、施工难度大等挑战，累计投入人力1.5万余人次。
一年来，国网河南电力共完成13个贫困县、1235个深度贫困村的电网改造升级，完成兰考等40个电网已脱贫县的1300个行政村电网改造升级，涉及全省16个省辖市、81个县(区)。随着2018年贫困地区农村电网改造的完成，河南省53个贫困县(含4个深度贫困县)、6492个贫困村和1235个深度贫困村电网全面脱贫。贫困地区的供电能力由此实现大幅提升，2018年底河南省贫困村10千伏电网供电能力比三年前增加1.64倍，消除了用电“低电压”和供电“卡脖子”问题，全面实现村村通动力电，满足了贫困村、贫困户因地制宜发展特色扶贫产业用电需求。
据河南省统计局地方经济社会调查队调查，河南省约93.7%的农村加工作坊使用动力电，其中65.2%(约1.44万个)是农网改造后开办的。随着农网供电能力提升，河南省百户农民家庭拥有空调、电热水器等家电数量比农网改造前增长60%以上。
下一步，国网河南电力将着眼于服务乡村振兴战略和北方地区冬季清洁取暖需求，持续强力推进农村电网建设，计划2019年完成3000个行政村电网改造升级，满足农村消费升级需求和省内“煤改电”用户温暖度冬用电需要，让百姓共享发展成果。(国网河南省电力公司)
